Everywhere you see "x" in the function f(x), substitute (n + 3)...
f(n + 3) = 2(n + 3)² - (n + 3) + 4
expand and simplify...
f(n + 3) = 2(n² + 6n + 9) - n - 3 + 4 = 2n² + 12n + 18 - n + 1 = 2n² + 11n + 19

You just use (n+3) in place of x in the equation...
2(n+3)^2-(n+3)+4
2(n^2+6n+9)-n-3+4
2n^2+12n+18-n-3+4
2n^2+11n+19

f(n + 3) = 2(n + 3)^2 - (n + 3) + 4
f(n + 3) = 2(n^2 + 6n + 9) - n - 3 + 4
f(n + 3) = 2n^2 + 12n + 18 - n - 3 + 4
f(n + 3) = 2n^2 + 11n + 19
