    It means exactly what it says. Some internet sites can only be accessed by certain users.

    what it means is that:

    You don't have permission to access the ROOT on this server.

    It means your @ the root directory of the site when you should be in a webpage...

    This may not be your fault as could be an coding error... had to say with the little bit of details.

    Its normally caused when you enter a url that's incomplete, or does not exist

    Either the URL is wrong - a stray / on the end or you do not have permission to access that URL. It is a standard 4xx error message...
