What does it mean when someone says when hell freezes over?

    It means that it will never happen, hell is supposed to be burning hot and full of fire so there is no chance that it will ever freeze over, if someone says 'when hell freezes over' that means never.

    Hell is an imaginary place that is always on fire, so it could never freeze. The phrase "when hell freezes over" means "never."

    It means that it is not likely to happen. Hell is supposedly very hot if you believe in that crap......ice would be cold........hot melts cold.
