Could my Gaming PC at least run Fallout 4 better than current consoles?
I've been conflicted about whether or not to pick up Fallout 4 for PC as it only hits the minimum requirements. Mainly it's due to the CPU.
Specs:
Video card: GTX 970
CPU: AMD fx(tm)-8320 Eight-core processor
Ram: 16 GB
OS: Win 10
Recommended settings suggest having an AMD FX-9590. Despite having a weaker CPU, would the game run better than say on PS4? With a game like this, I feel the best place to play it would be on PC

You have a 970 GTX GPU with *that* AMD CPU? Strange....
I've played almost every gaming platform ever mas produced up to but not including PS4 or Xbox One and still prefer PC's, largely because of the types of games I play. Fallout 4 may end up being successful on Consoles initially but Skyrim's business model showed that long term loyalty is enhanced on the PC platform.
Not everyone will agree, but I suggest consider if you're a gamer just for playing* or an all round enthusiast**.
* suggest switching to console. Usually less hassle and less stress.
** continue with PC and upgrade when needed (as you likely will for the non GPU issues).
Personally, I prefer the second option. Despite being approximately 80:20 gamer:hardware_nut I do enjoy working with the system sometimes and learning how to do my own upgrades. Helps keep related skills up to date too.
As I get older, my gaming needs will probably either wither or become more 'casual'. I suspect I will probably switch to whatever comes one or two generations down the line from the Xbox One.

check out the website canyourunit.com the game hasn't been released, but the minimum and recommended requirements should be available on that page. and it can give you a rough idea of what may need upgrade to run it at full performance.
i prefer games on consoles then pc. just for this reason. you may have had that machine for a year or less, but when new games come out, they may require faster processors, better cpus, graphics, etc. where as if you buy it for a console like ps4 or xbox one, they are built specifically for that console and you don't have to update your console every year or two except for maybe more storage space.
but, that's just me, i've always played video games on a console, with exception to The Sims and Roller Coaster Tycoon.
