El Ninio ,just had touch down in south California from 5 pm to 6:10 pm to day .Any flooded area ?

The heavy rain could be a result of the El Nino EFFECT; the El Nino effect is not something that can "touch down." But yes, there was some major flooding in southern Kern County and Interstate 5 was closed which will cause major disruption to trucking between Southern and Northern California.

There is no answer to this question because "El Ninio [sic] did not just touch down in south California from 5 pm to 6:10 pm to day [sic]."
