There have been some scattered picture reports. jpg is the correct format, but it could be the size or the source. Make sure the picture is on your device and you are not copying from the web. Also, if on a phone, go to Desktop mode and on a desktop, do a cache clean and reboot.

It's a part of YA glitch. I'm also unable to upload a photo in my question. I think it's happend everywhere.

Yes, yahoo really experiencing problem again. This bugs issue going on couples of weeks and still now Yahoo unable to fixed this issue.
