She claims she has a boyfriend but to be honest i don't completely believe her. The whole time i've known her i've never seen her text him or hang out with him, never talks about him and he's just generally never around.

Tell her you're going bowling in 2 days and she is welcome to join you. If she accepts, then she may be interested or may be ready to drop her boyfriend. Treat the bowling time like a fun date, but keep your hands to yourself.
A week later, call her and tell her you want to take her out on a DATE on an exact day to another fun activity. If she mentions a boyfriend (since you said the word date), you innocently say "Sorry. I didn't know you were still together. I'll see you around, Susie. Bye." Then you know she is off limits.

Well maybe she is just infatuated with a guy she occasionally talks to. I know a few girls like this.
