Are you referring to the internet? If so do you mean the cache on Microsoft Edge browser? I'm not clear because you say "on Win 10" so it's a little confusing. But if you do mean the browser, then you open Microsoft Edge, in the top right hand corner click the 3 dots, click settings, under clear browsing data click choose what to clear. Then you do exactly that - you choose what you want to clear. And there you will see "cache" so if that's the cache you are referring to then make sure there's a check mark beside it.
If you're referring to something else like disk cleanup then just type disk cleanup in the cortana search and then click the disk cleanup link.

same way as always. You can just type "disk cleanup" into the start menu and load that. Select the drive and select what you want to remove.
You can also use software such as CCleaner which does this and a little more.
