when a question gets deleted due to reports of abuse, does it get reviewed?

A question that gets deleted due to a report does not automatically get reviewed. The deletion process is entirely automated.

However, if a deleted question is appealed, then SOMETIMES a human actually has to get involved and review the matter at hand. But sometimes, if not most of the times, the appeal is simply ignored.

Yes they do, answers too. Possible TOS violations are reported. But you have to appeal deletion.

if you appeal it they probably will, otherwise they won't cause they are just getting way too many reports everyday to look over them all as they get reported

Sometimes, if it was reported as a TOS violation, and/or if the asker appeals.

It is not looked at unless the poster of the content appeals the removal and appeals itl Only then in the content looked at.
