Are conspiracy theories more a sign of neurosis in the societies accused of them or the people who dream them up?

I think most conspiracy theories start off as simple questions, and then are added to.

"Why can't you see stars in the Apollo pictures?"

A simple question, all to do with how camera's work. But, it can easily be added to, added to fake moon landing theories

Actually with modern-transparency(leaks, smart-phones, and so on) you can see that most conspiracies have a core of truth, some are even mostly true.

So where it sometimes gets blown out of proportion(often a reaction to the denial from the other-side), it's pretty safe to say that in-general, it's a Society issue, rather than an Individual issue.

Well, this cannot be an either or, or answer because some conspiracy theories are true, but at times, parties involved do not want the public to know the truth.
