I would say that is illegal. And if someone refuses you service because you are black, then they are just being an ******. It is thier loss, not yours. Have some standards, and never lower yourself to thier level. Just walk away.
My female co-worker was black. She said a Denny's refused to serve her in Alabama. I boycotted Denny's for about ten years.

Legally, I'd say no unless the pharmacist had reason to believe the script was fake, that the person had been doctor shopping for drugs, was a known drug abuser, was a known pedophile, was in fear of his/her own safety, had an outstanding balance at the pharmacy that the customer would not pay or if the pharmacist was in fear of the safety of the customer, a specific member of the public or the public welfare or if he knew of a possible drug interaction. Other than that, no, I can't think of a reason.
