Does Reagan’s Evil Empire speech mark a shift in America’s foreign policy during the Cold War?

    I dont see any shift in American attitudes since 1991 when the Soviet Union was dismantled. Under Reagan the U.S. spent a fortune on weapons to threaten the Russians. The U.S. knows how to create an atmosphere of fear. Since 1991 The U.S has had a different method of provoking and threatening Russia by getting all countries on Russia's border into NATO and by encircling Russia with U.S. bases.

    Yes. It announced to the Soviet Union that Nixon’s policy of Détente worked both ways, not just as an excuse for the left-wing liberals to let them get away with murder. Reagan was warning them that they were going to be held responsible for their foreign policy, and he was going to push back when were aggressive.
