Why does Rb have 18 electrons in its third energy level?
My book clearly states the first should have 2 and the rest should have 8. Im alittle confused why the book would not tell me why Rb has 18. How can i determine what other elements have a weird amount of electrons in their energy levels?

Either your book is wrong or you're misreading. Energy levels are:
1 - 2
2 - 8
3 - 18
4 - 32

The n = 3 level, when full, carries 18 electrons. 2 in the s; 6 in the p and 10 in the d.
