I was told by a judge in Illinois that after the divorce is final any request for spousal support would be denied unless an order was previously given.

Yes, at the time of the divorce all money stuff, including any support should be sorted out,the decree of divorce should list everything, at that time, most judges will not go back, the divorce decree should list everything.

Generally, the sooner the better. It should be part of the divorce itself. If not and it waits until later, then there is a question of whether support is actually needed.

if it is not in your final divorce paper it is too late.

divorce is a time line of when you two no longer depend on the other

I looked at your other questions. The odds of a court making a snew pousal support order when you were divorced twenty years ago are basically nil.
