Not your dog, not your problem, if "your friend" is concerned then it's "your friend's" responsibility to take it to a vet.
No one, including a vet, can diagnose/treat "your friend's" dog without examining it, least of all YA.

I'd tell 'your friend' to take the dog to his vet. It's not for you to help other than that, I'd suggest.
