I got an Xbox One forza motorsport 6 edition today and i downloaded he game and started to play after a few races every single time after a race it said installing content or downloading content which sometime takes up to 20 mins for a 5 min race i need help

Is it fully downloaded, or only as far as "ready to start"? Because if it's the second one, then it's still busy downloading the rest of the game and if you try to go to tracks or use cars that haven't downloaded yet, you'll have to wait.
