Is not yielding to a pedestrian at a pedestrian sign illegal if their are no pedestrians?

Is not yielding to a pedestrian/vehicle at a yield sign illegal if there are no pedestrians or oncoming vehicles?

    A charge of failing to yield to a pedestrian requires two things:

    1. A pedestrian, and

    2. A vehicle that fails to yield.

    If either one is missing, then there is no violation of the law.

    If there are no pedestrians,

    then there is nothing to yield

    to, therefore it cannot be illegal.

    yes. sometimes short people cross and you can't see them from your SUV pilot capsule.
