Is the phone off due to non payment or is he blocking me?

So I was texting this guy for a meet on Friday. Them texted him a few times on Saturday and called about our meet. The call went through fine but it said to leave a message. It was weird because he seemed excited about the meet it's confusing. I called him today and I get the caller is not accepting calls at this time sorry for the inconvenience. I called from another phone and it says the same thing. Any thoughts?

    Either the carrier is having issues or the phone is turned off (meaning the service is not that it's powered off).

    Either way he's definitely blowing you off..

    If it's off for non-payment, I'd be hesitant to start up a relationship with someone that can't even pay a cell phone bill.

    If he was excited, I would say that he forgot to pay his monthly, or his phone is turned off or his service provider is having technical issues.

    it's either the fact he didn't pay the bill or it's not turned on
