In short: The "tittle" would be Master technician. Despite he/ she passing the tests to become one (ASE certification), experiences, learning abilities play an important role in what you called "Know-it-all".
Secondly is the on-going never stop training courses that any CMAT (Certified Master Auto Technician) has to do in order to keep up with the new changing technologies and has to be re-certified every five year to remain the master technician status.
"Know-it-all" is a broad term, it depend how thorough your knowledge about one system or more and develope into what I called: "Skillful in the trade". In reality, not that many CMAT that I've known for the last 43 years in the field that you would call them "Know it all", myself is not one and I'm still learning on the daily basic as well as through the weekly training courses.
If you ever find one: Hang on to him or her. You're one of those lucky ones..
I am not the one that's "Know-it-all" but if you have any question or need helps on your household vehicles, drop me an email: Liverhuyen2003@Yahoo.com
If I don't know the right answers, I can find out and get back to you. Like I've said: "I don't know it all" but I've been certified as CMAT since the early 80's and still learning..
Included are two of the patches the any master technician wear on their uniformed shirt, depends on he/she certified in that field (Auto, truck, body etc)

Journeyman.
If he gets the testing and passes his teachers and
service managers, you can see him become a master tech.
He cannot become a journeyman without the respect of service managers and completing an apprenticeship. He schools himself
in specialties, and goes to factory training, takes computer led, engineer led classes. He actually fixes things very well. Some are bonded or licensed.
If he just spends the right money for certain tests and
buys the merit badges, from a company that has alot of signage.
We call him a "patches pal"
Then he can cherry pick, and get involved in "win only" situations.
The other guys have to stay late and work weekends to
get the problem child cars fixed.
Or the cars are sent to someone who can help.
Depending where a tech works? policies or laws or warranties can make it beyond him to have the correction.
But you can tell the best by their willingness to simplify and help.
Or find your help for you.
Then you can call him a friend, and an auto technician.

Yes, Auto Technician. Unfortunately because they all use the same title, it's hard to know which ones know their sh!t and which ones belong on the ranch.

most automotive techs have the knowledge... the skill and ability are a different story as are the tools and equipment to actually accomplish certain tasks. Often a tech just doesn't like doing certain jobs. When hiring we look at all of those factors (KSA's) . It's rare to find a shop that's equipped to do it all.
Call them what you like Mechanic, Tech...Some passed basic knowledge tests in certain areas (ie:brakes, heating and A/C...) and are certified by marketing companies like ASE...Some called Master Techs.

ASE is ONE designation but an AUDI or BMW or BENZ tchnician or OTHER EUROEPAN one is usualy the HIGHEST qualified! They msut know about RADAR and SONAR and other GUIDANACE systems MORE refined SENSORS and special BODY REPAIR techniques! SAE is a GOOD place to start! I am VERY GIFTED with car knowledge and it leadcs to MOR OPINIONS and a DESIRE to knoe more! MOST ASE techs STIL do NTO get it at ALL ! They think an OBD II tells the WHOL SOTRY! MEANWHILE iI have AUDIS and other EURO CARS out ther e with 350K miles of nearly NO COST driving other than BRAKE PADS and TIRES! A GOOD tchnician wiL RESEARCH ISSUES using ALLDATA or other data bases! And a person COMPETENT with GM stuff may be an IDIOT wwhen working on a FORD or EURO or JAPANESE car! A MASTER TECHNICIAN never erealyl STANDS STILL and keeps AHEAD of the craft! NEWER ACARS are LOADED with TECHNOLOGY! Even SONAR and RADAR andGPS and other sensors! A NEWER EURO CAR can SENSE the presence of DEER nearing the road you travers! IT can STEER you out of trouble and APPLY BRAKES when you can't even SEE the things! INFRA RED scanneers that PROTCT you best! It is NOT longer just a car! IT is CLOSE TO NASA technology! It RAEADS the road ahead of you and helps you make HEALTHY driving decisions! There is NO KNOW-It-ALLS either !i know a LOT and learn more every day! TOO BAD that SICKNESS got in my way over a NASTY COLLISIONS in a STUPID GM car with NO protection that WORKED! There are LARGE differences between DOMESTIC EURO and ASIAN cars but the gap loses more and more each year! BETTER THINKING and SAFETY is the KEY to all that! As many ways as I try to keep up! AUDI RULES! NOBDY is any good without REAL TRAINING although INTUITION can work many times! BYE NOW!

I would call him a Master Mechanic.

In good old fashioned English he/she was a mechanic.

master tech. No one can specialize in everything though... cause then they end up as a jack of all trades but master of none.
