Japanese have been mentioning the possibility of a full-fledged planet in the Oort cloud since the 1990s. Their study analyzed the orbits of first-time comets dropping into the inner Solar system from beyond the Kuiper belt.

A joint American-Japanese redid the study near the end of the 1990s, with a greater number of first-time comets, and confirmed the possibility of a large comet (size of Neptune, maybe) with the possibility of another one, much smaller (but still large enough to be a "real" planet, not a dwarf).

At the time, of course, they were deemed possible 10th (and 11th) planets, not 9th.

A to whether you deserve an apology, one would have to see HOW you mentioned the possible 9th planet, and the nature of what you deem to be getting ridiculed.
