Factory restore resets the laptop to the time when you first bought it, so yes it is (kind of) the same

Factory reset is reformating and installing a fresh copy of windows it will be like the day you bought it.
The drawback is 3 days worth of updates!

Yes, it can remove keylogger like Micro keylogger.
