Help I've found a bump in my genital area!?

I'm not sure how to explain this so bare with me. I've noticed a while ago I developed a bump on my vagina. It's not in it or on the lips but above the vulva I guess thats what I'd call it I'm not really sure. It never hurts or itches or causes any discomfort. If I were to pick at it, it bleeds and only then does it hurt. It goes away but comes back after a while in the exact same spot. It's the same color of my skin I've never noticed puss or anything. At first I thought possibly it was and ingrown hair but I'm not sure. I've never had sex I'm only 16 so I'm a little nervous to tell my parents so I can have it checked.
