how does that question make any sense ?
if no one would miss them then they aren't effective targets at all
obviously the most effective targets would be the ones that would do the most damage economically to the US and make it difficult for the US to retaliate
so the answer would be
New York City -- both downtown and midtown
and Washington D.C -- specifically Congress during the State of the Union Address
