If $400 or more was from working as an independent contractor or in self-employment, then you must file and pay.
If all of it was from working as an employee, then you don't have to file, but you should file, so that you can get back the earned income credit.
If all of it was from investments, social security, alimony, etc., then there probably isn't any reason to file.

if no taxes were withheld at all obviously you got a 1099 and that would be self employment income which you report on Sch C, the Sch SE will resultl in $424 self employment tax which you have to pay
there would be no income tax

if your income is earned income you can possibly get $230 Earned Income Tax Credit but that is not likely. You will not be billed.
