Is the Zika virus considered an epidemic?

I need to answer a question considering a new epidemic that s targeting the young. Can I justify Zika as an epidemic (or outbreak) that s effecting a whole new generation of babies born with Microcephaly?

Could be. It has spread to areas not usually associated with infection but it has done so over about a year rather than the short time an epidemic usually takes.

I'd be careful about drawing conclusions about microcephaly too - so far they've only identified 17 case where the woman was infected with Zika but they can't find a specific link to the birth defect so the warnings are based on the risk that it might be a problem, we just don't know if it actually is.
