Is a hand ball called if the play is dead?

Let's say Player A is the last person to touch the ball before it goes out over Team B's end line. Player B picks up the ball and carries it over to Goalie B for the goal kick (walking through the penalty box). Would a hand ball and PK for Team A be called?

    No. No foul. Most players just toss it to a teammate. Walking wastes time.

    No. As you say the ball is "dead", it is not in play. Once the ball leaves the field of play the game can only restart on the instruction of the Referee and only by means of :-

    1. A Goal Kick

    2. A Corner Kick

    3. A Shy( or Throw-in)
