You'd have to do what 60% of the LAPD officers do and shakedown the drug dealers
and steal their money and drugs, and sell it yourself, in order to make that kind of income.
NYPD, CPD most major depts officers do this. Many books have been written about this by FORMER/RETIRED cops.

Anyone with a middle class job, which is what the police have, who has good credit can.
It is doubtful that you can ever pass a psych test if your goals in life and in becoming a cop are centered around buying a car.
A former cop is a cop who has been fired.
