Can you help me making sense of this custody dispute issue? It's really Frakked up.?

To make a REALLY long story short i was reading this article about a man who had not seen his daughter for five years.

Update:

The mother claimed the man to be insane and even violent and the police and child protective services looked into the matter for two whole years and found the mothers claim to be false.

Then after further three years of legal fighting, the state court and nations court ruled that the father had the right to see his daughter 50% of the time.

However the mother still refused to allow the man to see her and then the case was just closed.

Update 2:

The law was on his side, the court ruled it so but just because the mother said no there was nothing that anyone was willing to do.

It just boggled my mind how that is even possible.

Update 3:

My point is that the highest court in my country commanded the woman to allow the father 50% custody but when she said no they just did nothing. That is really what i am trying to understand. Since they ruled in the mans favor but somehow did nothing to enforce the law.

    When it comes to children seeing their father when the mother has custody, courts will very rarely go against the decision of the mother. I think that because the mother has custody, the decision lies with her, whether the father is insane or not. Had the child been older, the decision could have been different (if the child wanted to see her father). But my answer in short is, because the mother has custody, the decision is hers. The courts will not oppose it.
