is a non-nude lap dance/grinding video considered porn?

it is sexual in nature, and its provocative activity, but is it considered porn since there is no sexual intercourse or nudity

Update:

say for example two people have clothes and theyre just fooling around and make a video to post on youtube or something.

    If you have to ask there is a good chance that it is porn. In this case I'd say yes it is porn.

    According to the supreme court any video who's primary purpose is to create sexual arousal is porn.

    Like you said, no nudity and no sexual intercourse - therefore there is no porn.
