In basketball if a bunch of players are jumping for the rebound and a guy falls to the ground in the middle of it is that a type of foul?

The guy on the ground is in potential danger but it's not a push, hit or block. Is it an over the top foul? If it is I thought over the top wasn't an actual type of foul.

    If it's just a fall, the referees might call the play dead, after which play resumes with a jump-ball.

    There isn't a foul unless a basketball rule is broken, so it would never be a foul in that situation.
