You can choose the category after it is submitted if it is not where you want but not before you submit.
Yahoo has a computer program that decide placement based on words in the question so places it where it believes it fits.
If you think it is wrong just Edit and Edit Category, click All to find the category you want to move it where you think is best.
Some questions get moved by level 7 users and if you find that happens just do Edit and Edit Category and move it back.
