The President is a cheerleader for the Congress and senate so why so much attention to the office and spending so much money ?

    This question indicates a misunderstanding our governmental system.

    No the President is not a cheerleader for Congress.

    The President controls the Executive branch of the US Government (and is also the Commander in Chief).

    This branch has the obligation to administer laws.

    Laws are the product of the legislative branch of the US Government and that is the Congress.

    The Executive Branch of Government consists generally of people who work for the members of the

    President's cabinet of advisers. Those people write and then carryout regulations/and guidelines to administer the laws. They further write guidance to help explain and clarify those regulations and operate programs in accordance with those regulations and guidelines.

    Another branch of Government is the Judicial branch.

    The President is a different branch of government than Congress. It takes all three branches to do their stuff to run the country. Republicans have decided that Congress won't be doing anything this year, though.

    THERE IS NO SUCH DAMN THING AS CONGRESS AND THE SENATE.

    Congress consists of the House of Representatives AND THE SENATE.

    HOUSE + SENATE = CONGRESS.

    Just like cheese + burger = cheeseburger.
