Officially you only need an ID card if you're both EU citizens travelling within the EU as you are but in practice you need to carry which ever form of ID the carrier asks you to. Most airlines require a passport. Ferries are a bit more varied. The carrier website always specifies what ID you need. A UK driving licence isn't always accepted on the continent for nationality confirmation purposes because it doesn't actually state your nationality anywhere. It states your country of birth to the lifelong inconvenience of army brats an ex-diplomat children.

For travel within the EU* and EU* citizen can use a national identity card in lieu of a passport. This cannot be any ID card; it must be officially issued and indicate citizenship. Not all member states issue them; British citizens are only eligible if residing in Gibraltar.
*By various agreements this also applies to Switzerland, Norway, Iceland and Liechtenstein

You will need a passport. Your friend must have been let into the UK with an official Dutch identity card but there is no British equivalent, as the British government doesn't issue ID cards.

He probably used the government-issued ID card that's available, but I think it's only possible for travel within the EU.
It depends on whether or not your government issues similar ID cards, or just passports.

You are both right!
The only acceptable travel documents for EU citizen to travel between EU countries are the passport and the national ID card.

UK to Europe requires a passport. This is the only national I.D. we have in the UK and is therefore a requirement to cross the UK border.
