What is your definition of racism? There is no institutionalised racial discrimination in Europe. But if someone chooses not to communicate with you because you look foreign, it is their preference. If you come to another country, you should realise that you stand out, look foreign and some people might treat you as a foreign person and keep a distance. They might do this because of mass immigration and its consequences. Whether or not they will want to be friends with you depends also on you, on your personality, less so on what you look like.
Canada would be a better place in terms of culture and mentality. In Canada ethnicity is not part of the national identity so people will not treat you as a foreigner just because of your looks. In Europe it is a bit different, because European countries were formed as nation states. They are different from countries with a long history of mass immigration. You can go to any western European country, but you will be treated as a foreigner to a greater extent than in Canada.

About the only country that makes a fuss about race is the USA.
Most countries accept people as people, regardless of race (or religion).
That said, different races do stand out from the normal (majority) population, and as such are treated slightly differently -- more that they are not quite as trusted as the main population, rather than some real difference. But one could also say that this is exactly the same as people of the same majority treat people from a different town or city when they come to a new locality.
So, if you're from the USA, just drop your prejudices and learn how to fit in with the people around you.

Unfortunately every country has some racism. You might as well just resign yourself to this now.
Your real issue is not in fact racism but whether or not you qualify for an employment visa in the country you hope to move to. Bear in mind you will also need to learn a language if you move to a non-English speaking country.
Incidentally the employment visa thing depends on your nationality, not your race, just to be clear.

Of course there are nut-job racists here as well, but racism is Europe is rarely about looks or skin colour, it's more about culture. Make an effort to learn the language, respect the local culture etc. and you should be fine.
Oh, and do not ask people about their race if you come here. To us it's weird and unsettling to talk about humans as separate races. I know it's different in the US, but here it brings up unpleasant connotations to Nazi Germany, eugenics etc. Ask someone in Northern Europe what race he is, and you might as well just slap a sticker on your forehead that says "racist" or "Neo Nazi".
Just think of it as the N-word. You don't want to say it.

Racism in Europe
Bulgaria[edit]
On 9 October, the Bulgarian president signed the Council of Europe Framework Convention on the Protection of National Minorities, signaling a new commitment to uphold minority rights.[4]
In 2011 the parliamentary party "Ataka", identifying itself as nationalist, attacked the mosque in the center of Sofia during the Friday prayer. In 2013 one of the leaders of another nationalist party, VMRO, Angel Djambasky was put under investigation for calling the people to arm themselves against the immigrants.
At least 6 racist crimes are perpetuated between 3 and 13 November.
A new "Nationalist party of Bulgaria", uniting skinheads, "Blood an honor", "National resistance" etc. has been created in November. 112 intellectuals sign a petition to the attorney general not to register them.[5][6][7]
Denmark[edit]
Countries outside Europe criticized Denmark for statements in relation to the Muhammad cartoons controversy.[8] Amnesty International has previously criticized the anti-drug police readiness to act against foreign citizens. Several tourists claimed that they were allegedly beaten and harassed by staff in a prison.[9]
In relation to the ongoing gang war in Denmark, non-ethnic Danish gangs criticized the government[10] due to the law that criminals of non-Danish citizenship are deported.[11][12][13]
Finland[edit]
Main article: Racism in Finland
Reports say that racial hate crime is a recent phenomenon, and that they are on the rise.[14][15] The numbers of reported hate crimes in 2003 and 2004 were 522 and 558, respectively. In 2009, they had increased to over 1 000 (including non-racist hate crimes). Racial hate crimes have fluctuated from 858 (2009) to 641 (2012)[16] and the typical suspect have been a Finnish-born young man. However, over 60% of the targets were reported to have been Finland-born, although those with foreign-born parents were counted as well. The most targeted immigrants in 2004 were reported to be of Somali, Kurdish, Russian, Iraqi and Iranian origin. One-third of the hate crimes were reportedly aimed at the Kale, and only one in six were members of the native population.

There are no "non racist" countries in Europe. All European countries are sick of being sunk under a flood of immigrants.
