There are places where there is no effective government, such as the tribal regions of Pakistan. There is no penalty for murder there.
If you just want to kill somebody and get away with it, there are many ways. For example, fit your vehicle with a silent alarm, park it in a bad part of town, and shoot the first person that comes to steal it.

It's legal in all those places and times when government exempts itself from the law against murder, for example when the State kills someone pursuant to judicial order or warrant, and when committing mass murder in a war of aggression, such as the USA has just finished doing in Iraq. They killed about a million people there, and that's not counting all the other wars they have been in.
Contrary to popular myth, the State is not some kind of benevolent institution. It is a legal monopoly of crime.

I'm not 100% sure but if someone armed enters your house or territory without permission, you are not allowed to shoot (or use any other self-defense weapons). BUT, if you are FOR SURE going to get murdered, you have the right to protect yourself.
For instance, someone with a gun is in your home. He's downstairs. You walk to your safe-keep box but you are not legally allowed to go downstairs to shoot him. But then, you hear him walking upstairs, he sees you through the open door and has you as gun point. He doesn't know you have a gun in your hand. You can shoot him.
But the thing is, even though you have the right to shoot him (I think), you have to go through court and all that stuff. So it's not like the police will let you off easy. You won't have 100% chance of not being put to jail.
Let's say the man said "Give me your money, and I won't shoot you." Yeah, I'm not sure if you can still shoot him or not. But I'm pretty sure you can because you are in absolute fear or risk of being in a death situation.
That's the only way I know.
Honestly, if knew I was going to get shot, I would shoot him/her in a non-vital/sensitive part of his/herbody. Like their hand because they most likely won't die from that shot. But then again, it's not like I would have a gun in the first place.
If I'm wrong, please correct me anyone. I've been wondering this question as well.

When the government executes someone under the death penalty, it is legal murder. So anyplace that does that has legal murder for those in power.

When a government strips away a human's legal "personhood," like they did in Nazi Germany, they often justify their actions based on the greater good argument. "We're not killing persons (Jews), therefore, it's okay."
We do this to unborn children these days. Nations have a different time frame for when an unborn human becomes a person, even though, they're just justifying they're killing or aborting based on the greater good argument.
