The benefits of "building a dam" totally depend on the specific site and situation. It has nothing to do with HOAs.

You don't need to know from the homeowners association. Just learn the benefits of building a dam and then transfer that information to how it would impact a homeowners association.

Post more info. Building a dam could be a hazard, if not done with permits and approved for the
correct reasons.

"Well it is for a class project, I am supposed to be with the idea that building a dam would be a good thing, I have tried to look it up, but no place specifies the financial benefit, if any" Do your own homework.
