Who do I talk to about a person who hasn't filed/paid their taxes in 5 years, and thinks they are going to vote in this election cycle?

They can vote whether or not they have filed their taxes. If you believe they had enough income to require them to file, contact the IRS. The not voting thing would only happen after a felony conviction and only for a certain time.
You can report them to the IRS as outlined below. But don't do it falsely because you can go to jail. And don't do it because you object to who they will vote for.

Taxes and voting are two different issues entirely.
And even if the IRS prosecutes them for failing to pay taxes, the case would likely take longer than November to convict him/her on. Yes, that person will still get to vote.

No, you don't have to be a "taxpaying" citizen. Many senior citizens don't make enough to pay any income tax for example.
