The word evil has been used by Ronald Reagan, George Bush and other US politicians to justify infriendly and aggressive policies towards other countries. In reality, there are no evil countries, people are people everywhere, however there can be evil governments and politicians. And secondly, in the narrative of George Bush evil simply means that this or that country must be hated because that country does not do what the US government wants it to do. This is not explained in this simple way to people, but the concept of an irrationally evil country is made.

In reality the US provokes much of the behaviour that it labels evil. For instance, the US supported radical Islamists to use them against the USSR, but later radical Islamists struck back at the US and other Western countries. The US supported Iraq and Saddam Hussein in their war against Iran, but later on Saddam Hussein turned out to be an evil dictator and Iraq was invaded which led to many civilian casualties.
