Is 35mg of caffeine enough?

It sort of depends on how sensitive you are to caffeine. Your average cup of brewed coffee has about 95mg of caffeine so it's about a third of that. The thing about caffeine is that it sort of affects people differently so it's hard for experts to say just how much is too much.

For someone like me who drinks coffee and caffeinated beverages daily, a single cup of green tea is basically like drinking decaf.

So my suggestion would be to try a little and see how you feel. It's probably going to at least make you a bit more alert but everyone's mileage varies a bit.
