What will make white paper turn clear and stay clear when it dries?

I use to work for a company that printed designs on plain white paper and glued them down on plywood and applied a clear finish that soaked into the paper turning it clear. After it dried it stayed clear and you could see the design and the plywood background. Any ideas?

    I don't know about the commercial operation but for d-I-y you can create your design with wax crayons, turn the paper over and very lightly coat it with vegetable oil. That will make it transparent.

    I would say that it was not actually paper. Have transferred some with wax paper?
