How long do you have to have your restricts?
I am 17 and I turn 18 in June but I heard that when you get your reastricts you have to have it for 3 months or something like that before you get your license so if that is true should I just wait so I could get my actual license or do I get the restricts

Ask your DMV. Where I am, all new licenses are restricted. It's not based by age. Younger drivers have other restrictions on top of that, and the only way to avoid that is not being young.
