Can I use a standar raw plug that comes with a gas cooker stability kit to anchor into tile covered plasterboard. Will it satisfy gas regs?
Or do I need a special kit with wall anchors for example?

If you can't pull it out it will be fine. Although if there is a void behind the plasterboard it may pay to use fixings for board. See link. If you can find studwork to screw into even better. A stud detector may be needed.

you will need to drill hole through the tile first ..either use a proper tile drill bit ..or a masonry bit but if you have hammer action switch it off ...or the tile will crack ..for a tight fit I use a 7 bit and brown plugs ...tap plug in to hole in tile ..place screw into plug ..TAP THE PLUG THROUGH THE TILE ..the plug must be behind the tile ot you can burst the tile ..it will then easy hold your fixing
