According to the Obama administration, any time you feel feminine you can use the women's restroom. You don't even need to look like a woman. As long as you identify as a transgender, you have the right.

Target stores are setting up "family rooms" for anyone including transgenders. However that does not fulfill the requirements of the Obama administration. Target cannot prevent any man who feels he is a transgender from using the women's room.

There is no penalty for breaking North Carolina's law on bathroom gender regulation. There are no police plans to enforce it.

To use the woman's room get surgery than you can pass muster.

you need to dress as a woman and PUBLICLY announce you are transgendered and at least start taking female hormones before you would be allowed
