Is it normal for younger children under 16 to have depression?
So I know this little girl, and my younger cousin knows her, And she's 10 years old, And she has depression and my cousin told me she'll say to herself "I hate my self", "I hate my life" Etc, And she doesn't get bullied, Her parents don't fight or there's nothin going on, Just her depression. Is it normal for a 10 year old to hate themselves when their life is pretty well?

Yes depression can happen to anyone irrespective of age
