Is it true that Lily from How I met your Mother is Racist?

I don't remember the episode name or number but there is one where it hints at it. Like she may be racist or just ignorant. She says something along these lines. Light skinned black people aren't tough. I don't really remember what she said. If someone could give me the episode number along with the season that would be just great. SIde note when I was rejected from the only mfa program I applied for it said it echoed the same sentiment really dodged a bullet when you hear this happen a second time it kind of sounds like two people trying to make you feel better but when it happens three or four times you start listening for gun shots.
