"Best" is incredibly subjective here.
For engine design SFML and SDL programming libraries are among the best and are free.
For existing engines RPG Maker is simple and easy to use.
Some may recommend Game Maker but it might as well just be a less powerful game library in which case might as well just learn C++ and use SDL or SFML.
Unity seems to have ease of development and a good community so that's probably the way to go if you want to make something that can wow someone.
I have a personal bias against Unity but that's only because I make my own engines. : ) Feel free to explore at your own pace.
