It is "the change you wish to see in the world." The first sentence is more appropriate because every commentator, tv news caster, and every politician says that change in difficult, Because it is universally recognized it has become a truism, That makes it a fact. Then if an ordinary person just wants to make a good statement, I think it should be a wish about change, and not a fact about change. Good luck, I was a college professor of education.

First of all, GANDHI DIDN'T SAY THAT. Second of all, if he had said it, he probably would have said it in Gujarati, not in English, so any differences you see might be due to translations. But he didn't say it, no matter how many stupid fcuking bumper stickers or online "quote websites" slap his name after it, so the whole question is idiotic.
