There are some specific AP (access point) that can do that but they aren't found at your local stores and are not used in any retail routers. You need a device that has the ability to SET limits by user. OR you can add software to each computer that will limit the speed. There is no easy quick cheap options.
Check into items such as OpenWisp http://openwisp.org/whatis.html or EnGenius https://www.engeniustech.com/ezcontroller.html A controller will be needed.
You can also use a Radius authorization system which will set limits per user. https://technet.microsoft.com/en-us/library/dd2830...
Some routers like a few of the TP-Link units have that control as well http://www.tp-link.com/en/faq-557.html Just do a search for "Routers with bandwidth Control" You can also use DD-WRT firmware (on those routers that allow it.. check the website) which will allow limits per user.
