I would do an internet search for vegan chocolate suppliers but I have a question for you. Have you done market research to determine the local demand for these products? If you have not this is something you need to do as you will probably be spending more on basic product costs that will need to be recovered. If product demand is not high it may just end up costing you money which may create a financial hardship for you and your business.

why not ask your food service provider you buy chocolates from if they also carry vegan ones?
