Under the Obama administration, how long does someone remain on the terrorist watch list before they are removed?

So, the Obama FBI, did a 10 month 'investigation' of the Orlando Islamic terrorist and cleared him. No word by the administration on the amount of time needed to clear, a non terrorist.
